Goals: Make learning more visible/discoverable, measurable, and connected; address the skills landscape in the UK

Challenges: Opportunities for learners to develop work-readiness skills are not easily discoverable; no accreditation or recognition of skills outside of formal education; no clear routes to progression; employers face a skills shortage, especially around soft skills; retraining is necessary for workers needing to switch occupations because of the pandemic

Solution: Put resources and tools in the hands of local communities to be able to respond to education and employment challenges themselves. Cities of Learning is a partnership project designed to help communities respond to local challenges through a combination of a new leadership program (engaging with networks of providers, employers, and the city council) and technology based on open standards.

Learning Impact: Piloted in two cities with a third city added post-pilot. Engaged 46 learning providers, created 368 unique badges and tested 40 pathways, recognized 3854 achievements; on the way to issuing 5,000 credentials.

Comprehensive Learner Record:

Empowering Embedded Assessment of Competency to Determine Student Readiness for Real-World Problems

AEFIS and University of Rochester School of Nursing

User: Higher Education, lifelong learner

Goal: Develop new systems to assess the achievement of competencies across the curriculum from graduation and beyond.

Challenges: Nursing students are graduating without sufficient preparation to enter the workforce. Traditional transcripts don't reflect learning or competency.

Solution: Collaboration to leverage the best practices of a Comprehensive Learner Record (CLR) to ensure practice-ready nurses. Competency-based program learning outcomes provide the infrastructure that aligns competency-based learning activities and assessments across the program. CLR helps to develop clear coherence across the course so that both faculty and students understand how students learn throughout the curriculum.

Learning Impact: The pilot had 12 faculty engaged in the development of program learning outcomes and curriculum mapping; 37 RN to BS students in pilot semester and 100% are meeting competency standards in their first capstone courses.

Using Open Badges to Improve Skill Certification and Motivate Autonomous Learning

Goals: Defining job responsibilities and evaluating skills through equal opportunities for promotion and advancement in order to secure an agile and specialized workforce.

Challenge: Lack of services that combine skills acquisition, standardized skills assessment, and skill management makes it difficult to create a learning ecosystem that helps employees learn autonomously, improve their proficiency, and improve the company's competitiveness.

Solution: NetLearning, Inc. has developed a learning and training platform called "Multiverse" to provide digital certificates of completion and credentials that, thanks to blockchain technology, cannot be altered or forged.

Learning Impact: Incorporating Open Badges that visually represent an individual's skills in a way that is easy to understand and digitally managed or shared, makes it easier for companies to track the skills that employees have acquired both internally and externally. Skills that are lacking within the company will be learned and reinforced by providing learning content and awarding badges to employees who have acquired them. Employees will be encouraged to learn so that they can perform better at their jobs and share their learning content internally. Employees can then identify additional skills they want to acquire, boosting autonomous learning. Because the learning and training platform and the Open Badge functions are integrated, it is possible to create a learning ecosystem within the company.
